Should Pertin be hanged

without trial?

Dear Editor,

This is in response to the letters published in your esteemed News Paper in reader's forum. I am a close relative of Kirpa Pertin. Our family is keeping silent all the long despite all sorts of news items carried in all the leading news papers of the state. But seeing the reactions which are coming after the publication "Give justice to my daughter" we are compelled to break our silence and bring out what exactly we as his family feel. Since the victim family is our distance cousin, we never supported Kirpa Pertin if he had really committed the crime as alleged. We sincerely intended to take the matter in Kebang and give justice to the victim girl as per Adi Kebang rules after deliberation, if the allegation is established as because more serious nature of cases are tried and decided in Kebang. But the matter was immediately reported to police and case was registered at PS Tinsukia, Assam and hence no scope for Kebang was left. Since the matter has gone to the court we believe the law will take its course and surely give justice. The victim family had more faith in the court of law and police, therefore it is advisable that the outcome of the investigation be waited and if not satisfied can go for further action as laid down in Cr. P.C. Seeking bail is a right given to any individual and if Kirpa Pertin as accused has done so he has done no wrong. The High Court after examining the case record and deliberation has granted bail. This is as per the provision laid down in law of the land for which he has done no wrong. He has been placed under suspension and disciplinary proceeding initiated as per service rules but despite all these, the concerned authorities are accused of doing nothing. How can Api Pertin of Bolung Village accused the MLA J. Tayeng of doing nothing when he had even raised the issue in the Assembly and appeal to concerned authorities to take stern action. How can the ABK and other Adi Organizations be blamed when the matter has been given directly to police ? As for their turn they have already appeal for stringiest action.

Dear readers, we appeal to you all to pressurize the investigating agency to dig-out the truth in any way you can but please don't be carried away by emotion by going through a write up in the News Paper. We sincerely believe that justice will be done and if found guilty, Kirpa Pertin may be condemned to any degree of punishment. However since the case is still under investigation, lets not go by reading a news publication alone which may not be the whole truth. Just because Kirpa Pertin is an engineer and presuming that he has money and will buy his way through. Should he be hanged without trial?

Yours,

Kaling Pertin,

Rayang Village

Dear Editor,

This is in reference to various letters published in ‘Readers’ Forum’ column of your daily regarding the rape case committed by one  Kirpa Pertin.

I, being the Chairman of APSCW, would like to inform that, even before receiving a written complaint of the case we had taken suo motto cognizance of the case on January 14, 2011.

The APSCW contacted the ASP Tinsukia since the place of incident falls in Assam to take the first hand information of the case and for the immediate arrest of the accused. I personally spoke to chairperson of Assam State Commission for Women for further back up and support of the rape case.

The then  member Secretary spoke to IO Mr. Nath and ASP Saikia of Tinsukia Police Station and SP Lower Dibang Valley. They informed that the case has been registered and notice served to neighboring districts of Assam and Arunachal for the immediate arrest of the culprit.

Simultaneously, a press release was also published on January 14, 2011. The APSCW on  May 23, 2011 had sent a written request to the SP Tinsukia for an update of the case. It was informed by the additional DSP (Crime) that accused Kirpa Pertin’s arrest warrant had been issued to the concerned authority. It was also informed that the accused had taken anticipatory bail from Guwahati High Court. APSCW also contacted the Chief Engineer PHED, who informed that the accused is on suspension. The APSCW called on the concerned authorities, NGOs and various civil societies to voice atrocities against girls and women and reiterated to award stringent punishment to the accused.

APSCW also took initiative regarding arrest of the accused of a rape case in Kanubari. It was informed by the SI Khonsa that criminal case has been registered against the accused and he is under police custody since May 5, 2011. The APSCW lauds the concerned authority for the prompt action to deliver justice to the minor girl.

It may also be mentioned that the APSCW Act 2002 under section 14(1) the Commission shall all purpose of any enquiry under this Act have the same powers as vested in the civil court while trying a suit under the code of civil procedure 1908 (central Act 5 of 1908) in respect to summoning and enforcing attendance to any enquiry of in-justice to women.

And in situation of injustice of criminal in nature ‘The APSCW Act 2002’ under the powers conferred can conduct preliminary enquiry by themselves and also can constitute adhoc committee under clause (a) of sub section (i) of section 15 APSCW Act 2002 to report the findings and the recommendation to the concerned government authority for action. The implementation of the prosecution is to be carried out by the concerned authorities on the recommendation of the Commission.

APSCW office is always open and any aggrieved parties are welcomed to approach the APSCW for support as well as facts regarding action taken up.

Yours,

Komoli Mossang

Is there a space reserved

for them?

Dear Editor,

Apropos your article 'Govt to take action against media for publishing news of militants', its worth questioning the print and electronic media as to what is the permissible limit of 'freedom of press'? I have seen many newspapers depicting photos of armed militants brandishing their firearms in a blatant show of defiance in some so called 'undisclosed location'. Their motto is clear: To spread terror. The question here is; Shall we still call it as freedom of press? Or shall I presume that there is a pillar reserved for the the pseudo freedom fighters from among the 'four pillars' of democracy.

Yours,

It is time to start eviction process

Dear Editor,

While welcoming the painstaking step taken by East Siang DC, his official team and District Land Allotment Advisory Board (DLAAB) for physical verification of all illegally occupied Govt land in Pasighat Township, I would like to request the district administration to take strong step to save the town and ensure that Govt land in the township is not encroached again by private individuals.

It is sad to mention here  that relatives of some high level officers are occupying the land illegally for the last 6-7 years  and the oldest town of the state has been facing rampant encroachment. Intruders have not even spared  the premises of Govt compound. It is also found that department allotted land is being transferred to concerned officers of respective department with recommendation of transfer of land ownership.

Therefore, I request the Pasighat DC to set up a fact finding committee or enquiry committee to come clean on the whole matter immediately and cancel dubious land allotment certificates in deptt concerned.

I would also like to suggest the administration to  start  eviction process immediately without discrimination from top to bottom and also request to DLAAB not to take up any land allotment process before eviction process is completed. I, in the capacity of ZMP assure all kind of  support to the district administration in this regard.  The people of Bogong Bango will always support the district administration for right cause.

Yours’

Okom Yosung,

ZPM,

Bogong Anchal Block

Please take up the issue

Dear Editor,

I would like to support and voice my opinion regarding the condition of "G-extension road Naharlagun", which stretches from G -extension Tinali to Damsite.

I thank Readers Forum for highlighting the issue. Since many years, I have not witnessed any work on the part of PWD or AP Govt. for its maintenance, except for instances of temporary mud filling, which anyways washes away.

I humbly request the govt and concerned officials to initiate the work. It’s my request to concerned MLA & colony welfare societies and unions to please take up the issue at earliest.

Yours,

Takar

Next time, it may your turn

to be misguided

Dear Editor,

I would like to draw attention of citizens regarding misguiding agents working for some reputed companies like Reliance Life Insurance Company. These agents lure innocent and ignorant people to invest in various schemes in the companies without giving clear details about the  risk involved in it.

On March 31, 2008, a relative of mine requested me to invest in one of the schemes and promised me 30 per cent growth per annum. On May 14, 2010, I was given a statement that showed that my money had come down to 87,670 from one lakh. Again on May 16, 2011,  the amount further reduced to 74,807. In between this period, I kept visiting the RLIC office and requested them to monitor my funds so that I at least get back my principal amount.

Later they told me to switch my funds which I don’t understand and as per my knowledge it is their duty to manage the funds. On request to switch the fund, I was told “Anyi, aap mera under five lakhs invest kordo, hum sab achcha se dekhbhaal kar dega. Aap ka 74 thousand kuch nahi hai, adjust ho jayega”. Now When I ask my relative under whose persuasion I invested my money, to help me out, he ignores me and does not care about what has happened.

So, I want to implore all the ignorant citizens like me to be aware of these agents who may be your friends and relatives, who only care about few incentives and not about what happens to the hard earned money of others.

Yours,

Manda Gumja

Damsite, Naharlagun
